Shouldnt we be cutting players after the draft. I am pretty sure that is how we did it last year. and cut players should NOT be available to be drafted RIGHT?

I don't require that players be cut now, but it is easier on me if the whole transaction is done now. Last year, it was sort of half and half of people who dropped players as they drafted. Also, it slows down how soon the league goes live and we can do add/drops. It's not a big deal for me, but I do prefer to have th drops now so I can manage the spreadsheet and the league over the course of time rather than all at once at the end.

Yes, dropped players are only available through add/drops, not the draft.
